In 1998 the local authority engaged a firm of structural engineers (Carley Danes & Partners) to brick skin the exterior of the property under the 'Walsall Metropolitan Scheme' and they issued a certificate of completion for the bricking around repair work (which we understand to not be a PRC certificate).
